The American Council Applauds Support for S.B. 1070, Legislation to Strengthen Protections for Religious Worship in California

SACRAMENTO, CA — Senate Bill 1070, introduced by Senator Shannon Grove (SD-12) on February 13, 2026, in partnership with The American Council, strengthens protections for people gathering for religious worship across California.
Senate Bill 1070 includes six Senate coauthors:
- Senator Marie Alvarado-Gil (SD-4)
- Senator Steven Choi (SD-37)
- Senator Rosilicie Ochoa Bogh (SD-19)
- Senator Kelly Seyarto (SD-32)
- Senator Tony Strickland (SD-36)
- Senator Suzette Martinez Valladares (SD-23)
Senate Bill 1070 builds on existing law by addressing intentional disruptions of religious worship and would allow the offense to be charged as a felony, with increased penalties, including a fine of up to $5,000 and incarceration options specified in the bill text.

S.B. 1070 strengthens accountability and reinforces that worship is protected in California.”
The American Council will continue working with lawmakers, faith leaders, and community partners to advance Senate Bill 1070 through the legislative process.
